Ask whether the office searched former-owner and older road-name indexes. If a returned file lacks the modern number, document the match as limited rather than forcing certainty.

Shelby County is a contract county. Ask the county Water Quality Branch for the existing property file rather than using a new-system application or assuming the statewide TDEC desk owns it.
